I have a tray that I had tested many times and determined it was silver. But lately decided to look again and find that there is a high content of copper and with acid testing copper shows in the acid and white silver oxide also shows on the surface. If the acid tested area is polished out it appears a slight rose color and over time starts to look silver again. Is the tray low silver content or probably plated. It seems to show silver content even in the rose colored areas. Confused and wanting to learn. Also would like to know if the mark is a maker mark or other mark.

that's probably the maker mark but it unidentifiable. I cannot make up the maker.
It may also be a straits silver piece. Straits Silver is often been mistaken as Chinese Export Silver. Both may bear some some character marks which might be confusing for collectors.
